One of Wisconsin's best-known civil rights pioneers, Phillips died in 2018 at age 94.

Phillips was the first black woman elected as Wisconsin's Secretary of State, first in the nation elected to statewide office, first black woman to graduate from the UW Law School, first Black person elected to Milwaukee's City Council and first black woman to be a Wisconsin judge.
