A Cicero woman is calling on Chicago officials to release the full probe completed by the city’s inspector general into how the Chicago Police Department investigated the 2016 murder of her son. Courtney Copeland, 22, died while handcuffed after asking police officers for help after being shot.

WTTW NEWS REPORTER, HEATHER IS HERE WITH HER FIGHT FOR JUSTICE.
>> Reporter: SHE WANTS TO KNOW WHY POLICE OFFICERS DIDN'T DO MORE TO ASSIST HER WOUNDED SON AND WHY HE DIED WHILE HANDCUFFED AFTER ASKING OFFICERS FOR HELP.
7 YEARS AGO, SOMEBODY SHOT COPELAND WHILE HE WAS DRIVING, DESPITE HIS INJURIES, HE MADE IT TO THE POLICE STATION.
HE COLLAPSED AFTER BEGGING FOR HELP.
HIS MOTHER STILL WANTS ANSWERS.>> IT IS VERY PAINFUL BECAUSE IN 7 YEARS, I STILL DON'T HAVE THE ANSWERS.
I STILL DON'T KNOW WHAT HAPPENED TO MY SON.
7 YEARS, I'M STILL FIGHTING, TRYING TO FIND THE TRUTH.
>> Reporter: TO GET THOSE ANSWERS, REPORTER JAMIE COLVIN CREATED A PODCAST, THAT SHOWED THAT 13 MINUTES PASSED BEFORE THE AMBULANCE ARRIVED, AND HE WAS CAN CUFFED AS IF HE WAS A CRIMINAL, NOT A VICTIM.
>> I AM CERTAIN THAT IF MY SON GOT THE HELP HE NEEDED, HE WOULD BE ALIVE TODAY.
>> Reporter: THE FORMER INSPECTOR GENERAL, JOE FERGUSON, LAUNCHED HIS OWN PROBE INTO WHAT HAPPENED, BUT BY LAW, THAT REPORT DOES NOT HAVE TO BE RELEASED TO THE PUBLIC.
FROM A SUMMARY OF THE REPORT THAT WAS RELEASED, WE KNOW THE INSPECTOR GENERAL RECOMMENDED TWO MEMBERS OF THE CHICAGO POLICE DEPARTMENT FOR THE WAY THEY RESPONDED FOR COPELAND'S DEATH.
BUT, NEITHER OFFICER RECEIVED SERIOUS PUNISHMENT.
ONE RESIGNED, AND ONE RECEIVED A WRITTEN REPRIMAND.
>> IS THIS MY IMAGINATION, THIS IS A CURSE ON MY SON, THAT IS WHERE THE ANGER COMES FROM BECAUSE IT BASICALLY TELLS ME THAT MY SON SUFFERED A TRAGEDY.
>> AS A CITY, WE HAVE A MORAL OBLIGATION, IT IS REALLY IMPERATIVE, IF A TRAGIC LIKE THIS OCCURS, TO LEARN EVERYTHING THAT CAN POSSIBLY LEARN TOWARDS THE FUTURE, TOWARDS REDUCING THE PROBABILITY OF SIMILAR HARMS IN THE FUTURE.
>> Reporter: THE INSPECTOR GENERAL ALSO FOUND THAT A CHICAGO POLICE DETECTIVE WAS DISRESPECTFUL TO WELLS WHEN SHE DEMANDED ANSWERS ABOUT WHAT OFFICERS WERE DOING TO FIND HER SON.
A KILLER REMAINS AT LARGE 7 YEARS LATER.
FOR WELLS, THAT WAS ANOTHER INSULT TO THE INJURY CAUSED BY HER SON'S DEATH, A DEATH THAT SHE IS DETERMINED NOT TO LET ECLIPSE HIS LIFE.
>> HE HAD A GREAT PERSONALITY, HE WAS FULL OF LIFE, HE MADE EVERYONE FEEL SPECIAL.
AND THAT IS HOW I WANT HIM TO BE REMEMBERED.
>> MAYOR LORI LIGHTFOOT'S OFFICE DECLINED TO RESPOND TO OUR ANSWERS ABOUT THE INVESTIGATION .
THIS ISSUE COULD VERY WELL END UP ON THE DESK OF CHICAGO'S NEXT MAYOR WHO WILL TAKE OFFICE IN A LITTLE MORE THAN TWO MONTHS.>> THE OFFICE OF THE INSPECTOR GENERAL IS LED BY DEBORAH WITTS BERG, WHAT DOES SHE THINK ABOUT THEIR CALL TO HAVE THIS RELEASED?
>> SHE THINKS THIS QUALIFIES BECAUSE IT IS SERIOUS ALLEGATIONS OF MISTING AND CONDUCT, WHETHER IT WILL BE
